Procurement and Export

HTSPE has been active in procurement and export for over 20 years, undertaking supply contracts financed by United Nations' organisations, the European Commission, the World Bank, DFID, and other international donors.

We offer a 'one-stop', complete service approach to procurement, making full use of our regional offices and extensive network of international partners all over the world.

Our specialist staff are familiar with international tendering procedures as well as preparation and evaluation of bidding documents. We can advise on consolidation, packaging, shipping and documentary requirements and arrange shipment by sea or air to destinations worldwide. Our ability to communicate in several languages is an added advantage when dealing with export markets.

The range of products we procure for our customers includes:

  • Vehicles and spare parts, including two-wheel and four-wheel drive vehicles, and specialised conversions, such as field ambulances, mobile workshops, audio-visual units, and other retrofitted units;
  • Laboratory equipment and consumables;
  • Medical equipment and consumables;
  • Workshop equipment, machinery, power and hand tools, generators.

Our previous experience includes:

Jordan/Lebanon/Syria/Palestinian Territories – Supply of Pharmaceutical Supplies
The UN Relief and Works Agency (UNRWA) for Palestinian Refugees tenders annually for a procurement agent to supply condoms to its clinics operating in the Palestinian refugee camps in Jordan, Lebanon, Syria and the West Bank and Gaza. HTSPE international has won the contract every year since 2000 and has so far supplied more than 10 million condoms to UNRWA, with total contract value of more than USD 700,000.

Algeria – Supply of vehicles to the Social Development Support Project
The contracted vehicles (21 Renault vans) were supplied within the tight delivery schedule to the satisfaction of the project. Total value of the contract was approximately EUR 240,000.

Eritrea – Supply of well maintenance vehicles to the Eritrean Community Development Fund
These vehicles are an essential aid to maintaining water sources for local communities. They were procured and converted by HTSPE and supplied on time, together with spare parts, with after sales support provided by our local agent. Value of the contract was approximately EUR 272,000.

Eritrea – Supply of 4WD Vehicles and Motorcycles
The Ministry of Agriculture in Eritrea requisitioned 4WD vehicles, off-road motorcycles and spare parts for their Livestock Promotion and Support Programme. HTSPE delivered these on time and facilitated the transaction and after-sales support through our local agent. Total value of the contract was approximately EUR 450,000.

Philippines – Supply of 4WD Vehicles and Spare Parts
Central Cordillera Agricultural Project, financed by the EC, was implemented in a remote part of Philippines, not easily accessible by road. The 4WD vehicles and spares supplied by HTSPE made it possible for the project to perform its operations successfully and provide much-needed assistance to this region. The contract value was approximately EUR 377,000.

Kosovo – Revenue Protection Equipment for the Supply Division of KEK, Light Vehicles
Supply of seven 4WD vehicles, plus warranty and after sales service, on behalf of the European Agency for Reconstruction. Total contract value was approximately EUR 183,610.

Syria – Supply of 15 Cars for the Municipal Administration Modernisation Project
Supply of 15 Renault cars and spare parts, plus warranty and after sales service. Total contract value was EUR 251,666.

In addition, many of our larger service contracts for the major international donors also involve sizeable purchases of vehicles, agricultural equipment and supplies, and IT equipment. For example, HTSPE previously implemented a £2.23 million Animal Health Services project in the remote Lake Zone of Tanzania, an important component of which was the rehabilitation of a veterinary laboratory and the supply of drugs, vaccines and laboratory consumables to this laboratory and a number of village-level veterinary clinics. Most of the procurement was undertaken by HTSPE in the UK, with less expensive and specialised items sourced in East Africa.

Another example is the Agricultural Services Innovation and Reform Programme in Bangladesh, as part of which HTSPE managed a fund of £2 million for the procurement of services and goods in Bangladesh at local level. Our project team developed open and transparent tender procedures in collaboration with the Department of Agriculture, DFID Bangladesh and local NGOs.

HTSPE is also a Framework Contractor for the EC under Lot 1: Rural Development and Lot 9: Education, Employment and Social. Among our many framework projects we have undertaken a number of assignments to assess client’s equipment needs, prepare tender specifications, and evaluate tenders.
