The objective of this consultancy is to help the Government of the Republic of South Sudan (RSS) develop, sustain, and independently manage the South Sudan Electronic Payroll System.   The consultancy comprises three components at the central and state levels:

1. Payroll systems development;
2. Capacity building of government departments;
3. Supporting established systems.

This project will support the long-term objectives of the Ministry of Labour, Public Services and Human Resource Development, which include:

• Ensuring that the public servants are paid on time, accurately and transparently;
• Ensuring that pay is commensurate with output;
• Improving service delivery;
• Ensuring accountability and transparent use of government funds

HTSPE and their two project partners have been contracted to provide services to support and extend work started in Phase I of the payroll programme. These services comprise:

Initial studies and design:

• Initial study on RSS payroll systems;
• Detailed system requirements study;
• Detailed systems design including development of databases, queries, forms and report templates and development of visual presentation

Implementation of payroll system:

• Writing and testing code; migrating sample data; presentation of prototype; refining code; compliance testing;
• Rollout of pilot sites;
• Training users in the operation of the new system;
• Delivering full system documents;
• Establishing a support network for the new payroll system

Support the established system:

• Maintain the updated version of the system and trouble shooting
• Provide technical assistance for the operation of the system
• Provide technical assistance to the State Transfers Monitoring Committee
• Provide technical assistance to Ministry of Labour, Public Service and Human Resource Development
