Project Background
The Project provides support for and participation in the six-monthly review missions assessing progress of the State Partnership Programme against the Programme’s purpose and goal and its planned activities and outputs. The State Partnership Programme (SPP) supports national and donor strategies (the National Indicative Programme 2004-06, NIP) and the EC India Country Strategy Paper (CSP 2002-06). An important collaborative programme, it is framed by the India CSP objectives of poverty alleviation, environmental protection and management, and improving governance. It also supports the objectives of the NIP in its (i) pursuit of a sector approach with state governments; (ii) focus on sustainable policy and institutional reform; and (iii) enhancing the capacity of local government. The target SPP states have determined their own priorities for intervention and EC partnership support. The sector focus and proposed interventions reflect the realities and issues of the state, namely:
