Our People: ManagementDavid TimminsDavid joined HTSPE in November 2007 as Executive Chairman having led a management buy out from Genus plc where he was the previous Group Finance Director. In that role he became familiar with HTSPE's business and the management team. He is an economics graduate and a Chartered Accountant with extensive financial and commercial experience gained at Board level and in a multinational environment. ![]() Christopher Lockett Christopher was appointed Managing Director in 2007 and is responsible for all aspects of HTSPE business strategy and development. Christopher started his career in the computer industry with Hewlett Packard, initially in manufacturing control and later as an internal consultant. Having completed his MBA he joined P-E International in 1996, he moved into an Interim Management firm in 2002, to set up a public sector practice, before rejoining HTSPE in 2004 as Director of the EU Division. He has worked as a management consultant across the public and private sectors and worked extensively with UK Government Departments. ![]() James Green James Green is Divisional Director for Asia and Latin American; he has responsibility for project support and programme delivery in the region. For over 20 years he has worked widely in South, South East Asia and China as both a project director and a rural development specialist. James has worked closely and with all the major donor agencies including DFID, EC, ADB and the World Bank. He is currently responsible for the large DFID Livelihoods Resource Programme and is working with our HTSPE Pakistan Office to mobilise the important DFID Support for Earthquake Monitoring and Evaluation. As Divisional Director he has overall responsibility for programme delivery on the large DTI funded Closed Nuclear Cities Programme in Russia. ![]() Jeremy West Jeremy West is Divisional Director, with responsibility for the Eastern Europe, Middle East and Africa Division where he has been working for the past 14 years. He has been responsible for undertaking programming missions for the European Commission and preparing Terms of Reference for consultancy assignments and evaluation of Tenders, working as technical expert, undertaking projects as team leader and directing projects. ![]() Adam Pierzchala Adam Pierzchala is responsible for our business in Framework Contracts globally, and projects in the new EU Member States. A strong project manager and team leader, he was formerly a Task Manager at the EC in Brussels. He has extensive experience of programming, co-ordination, managing and evaluation of many EC aid programmes. Within the organisation, he has worked with private, public and non-profit making organisations including DFID, the European Commission, EBRD, World Bank and UNIDO. His knowledge of international operations and his project management skills enable him to undertake, manage and direct projects throughout the world. Adam is experienced throughout Western and Central Europe; the Gulf States, India, Bhutan, Thailand; Egypt, the Maghreb countries; Nigeria, South Africa and the USA. ![]() Peter Ross Peter Ross is responsible for project planning and management of HTSPE projects in Southern and Western Africa, particularly our three on-going major projects in Nigeria. Peter has extensive experience in Rural Development, Institutional Development and Change Management and has experience in Nigeria, Somalia and South Africa as well as Central and Southern Asia. ![]() Bert Koppers Bert Koppers is responsible for project planning and management of HTSPE projects in Eastern and Western Africa, particularly our four on-going major projects in Kenya, Rwanda and Ghana. Bert has extensive experience in Rural and Community-based Development, Institutional Development, Change Management and high-level policy advice in the Natural Resources Management sector, especially the Agriculture and Forestry sectors. He has 20 years of working experience in Eastern, Western and Southern Africa (Kenya, Uganda, Tanzania, Rwanda, Zambia, Malawi, Zimbabwe, South Africa, Namibia, Swaziland, Botswana, Benin, Burkina Faso and Ghana). ![]() Greg Kaser Greg has over 10 years’ international experience in managing socio-economic programmes and institution building in Europe and Asia on EU/WB funded and private sector projects. He is an experienced Project Director, familiar with international donor requirements and project cycle management; and expert in the design and implementation of economic reform policy and enterprise restructuring in Central and Eastern Europe, the Former Soviet Union and China. During his career, Greg has developed programmes for economic development in Albania, Bulgaria, China, the Czech Republic, Estonia, Hungary, Poland, Kazakhstan, Lithuania, Mongolia, Romania, Russia and Ukraine. ![]() Clive English Currently a project director, Clive has been a permanent member of HTSPE staff for over 23 years. A Fellow of the Institute of Agricultural Engineers and a Chartered Environmentalist Mr English has represented the firm on a range of long and short term project assignments. He has strong project planning and implementation experience in land administration, resettlement, natural resources and land use planning in 20 countries in Africa, the Middle East, South Asia and the Caribbean. ![]() Ruth Sparrey Ruth is a Project Director with a specific interest in rural livelihoods and community development. She has worked with Non Governmental Organisations and the Public Sector in Swaziland, the Kyrgyz Republic, Bangladesh, Thailand and the United Kingdom. Ruth was recently engaged as the Livelihoods Co-ordinator for the Programme of Advisory Support Services to DFID and will be continuing to provide technical support to the new DFID Livelihoods Resource Centre. ![]() Chris Fittus Chris joined the company in 1997. She became our HR Manager in 2001 and is Chartered MCIPD having qualified in 2005. She is responsible for all HR, welfare and contracting issues for both our permanent and our contract people. She heads up our Administration team and is therefore responsible for our travel, procurement and facilities functions, amongst others. Chris also has overall responsibility for our quality management system and our ISO 2001 accreditation. |
