Security Sector Development and Defence Transformation Programme Phase 2 (SSDDTP2) The aim of the DFID South Sudan Operation Plan (2011-2015) is a peaceful and stable South Sudan and one pillar of this plan is to strengthen security and access to justice within the country. DFID South Sudan seeks to contract a Service Provider to manage the inception and implementation of the Security Sector Development and Defence Transformation Programme Phase II (SSDDTP2). The role of the service provider will be to provide technical support; day to day management and deliver outputs, ensuring value for money and achievement of targets. The Programme will need to be implemented in a politically/conflict/ culturally sensitive manner, and with flexibility, in view of the unpredictability of the operating environment and the increased risk (security etc.) involved in managing operations at state level. It is envisaged that the programme will lead to increased opportunities through engagement with a broad range of actors at the sub national level.
