Security Sector Development and Defence Transformation Programme Phase 2 (SSDDTP2) 

The aim of the DFID South Sudan Operation Plan (2011-2015) is a peaceful and stable South Sudan  and one pillar of this plan is to strengthen security and access to justice within the country.

DFID South Sudan seeks to contract a Service Provider to manage the inception and implementation of the Security Sector Development and Defence Transformation Programme Phase II (SSDDTP2). The role of the service provider will be to provide technical support; day to day management and deliver outputs, ensuring value for money and achievement of targets. The Programme will need to be implemented in a politically/conflict/ culturally sensitive manner, and with flexibility, in view of the unpredictability of the operating environment and the increased risk (security etc.) involved in managing operations at state level. It is envisaged that the programme will lead to increased opportunities through engagement with a broad range of actors at the sub national level. 

 

Experience & Qualifications
 

 
HTSPE is looking for a Senior Expert with experience in security sector reform and defence transformation to nominate in their bid.

The specifications for the role include:

  • Programme management and experience of managing a team
  • Security sector reform experience
  • Defence Transformation and Restructuring experience
  • Preferably ex-British Army/British Police
  • Experience working alongside other defence practitioners
  • Experience of Military reform
  • Organisational development
  • Preferably DDR experience
  • Experience working in fragile and conflict and post-conflict affected states
  • experience working in Southern Sudan (preferable);
  • Demonstrable experience of strategic leadership
  • Experienced in use of political economy analysis
  • Managing change/risk/maintaining momentum and introducing innovative approaches
  • Net-working and relationship management.
  • Strengthening the capacity of national staff

 

Additional Information:

 The project duration is 3 years (January 2013 to December 2015) comprising an Inception Phase of 6 months and an Implementation Phase (which may be extended for an additional year).
